My Wife Had A Ring Put In Her Vagina On

My wife had a ring put in her vagina on the 19th of Oct. because of her bladder descending because of having had two children (she is 73). She was prescribed a cream Estradiol which she assumes was used when the ring was inserted. She used 1 gram externally yesterday and today she was developing skin rashes which we think are hives. You sight says this is a severe symptom. It's 12:30 in the morning here. Can we wait till morning to call her doctor to see what to do?
