My Wife Had Rotator Cuff Surgery About 6 Weeks Ago.

My wife had rotator cuff surgery about 6 weeks ago. She has had swelling of her ankles and legs ever since. She has been tested for blood clots, liver and kidney damage. Found nothing. She was put on water pills for a week, which helped briefly, but as soon as this was stopped, the swelling returned. What is happening?
