My Wife Has Stopped Up Ears For Over A Yr

My wife has stopped up ears for over a yr now.. She doesn't have an ear infection but can hear what she thinks is fluid. Her doctor sent her to an ear nose and throat doc. They tested her for hearing aids and said she needed them however the symptoms get better and worse and when they are better she hears fine. Any suggestions?
