On The Upper Part Of My Legs My Hair Goes

On the upper part of my legs my hair goes in different directions and when I would shave them I would get these dark spots that looked like an infringe but didn't hurt. Ever since I've been waxing but it's just not cutting it and is becoming to expensive. Do you know anything I could do so the spots won't happen again?
