Our 1 Year Old Granddaughter Has Had "twitchy" Eyes Since

Our 1 year old granddaughter has had "twitchy" eyes since she was born. It seems to have stabilized a bit, she is walking and reaching for objects without difficulty, but her eyes still move from side to side. She has a very fair complexion-hair almost white and eye color medium blue. Her father is of Greek and Western European descent and mother is Irish. Could this be a form of Ocular Albinism or a symptom of CP?
