Please Can You Help Ive Got Red Blotches On The

Please can you help ive got red blotches on the head of my penis and on the shaft. They have been there no longer than a month. There's tightness in foreskin, weeing is sometimes mildly painful, after I have a shower there is cheeselike white bits under foreskin even though I wash it properly, what do you reckon it could be?
