Recently The Lower Part Of My Legs Icy So Much

Recently the lower part of my legs icy so much I bruise and cause scratches. No apparent rash accept on the back of my thigh. Flesh colored coinciding with hair folicals. All seem to be more coarse. I do have mild swellin which is not typical for me this time of year. I can tend to itch in other area but rare and not as tremendous on the legs. I haven't changed soaps, double rinse clothing. I have tried anti itch creams different anti itch lotions and its progressive since summer. Any idea?
