Recommend Surgery For Micropenis

I am desperately seeking experimental surgery for micropenis. This isn't even a question of being small. This is a fact of being the size of a woman's thumb. Penetration is impossible. Hasn't ANY doctor come up with penis implants to increase girth & length - such as the gels for breast implants? All this technology - isn't ANYONE experimenting with things that actually work?
