Red Rash On Arms And Top Of Hands Gets,better Then

Red rash on arms and top of hands gets,better then gets worse then better in am .Gets worse if you scratch ,plus almost blisters but not quite then gets better . Ice seems to help it go down and start getting better,but never will go away just moves a half inch away and the same thing . 3.5 weeks now or longer
