Should Cortizone Be Used For Itchy Rashes From Severe Cold?

hi there, i got a rash from a severe cold/runny nose..its not too bad but relitivly ichy and unattractive..ive been putting neosporin on it these last 2 nights and its cleared up a bit but my friend told me I should just use face lotion and its simply dry skin. what do you recommend? maybe cortizone?
