Should ENT Be Consulted For Tightness Around Adam S Apple?

I have had to clear my throat a lot , feel a little tight around adams apple , when talking my voice loses strength , but no pain and I can swallow food fine. cant seem to burp right small little burps. I had shoulder surgery and a missed interscallene nerve block in sept. Just wonder if I should go see a nose ear and throat doctor. Also seems like I get thick thicker saliva some times.
