Should I Apply Hyaluronic Acid Before Niacinamide Toner, Or Follow The Usual Toner-before-serum Skincare Routine?

How to layer niacinamide toner and hyaluronic gel ? Usually toner comes before serum in skincare routine, but I ve read in online that while layering niacinamide and hyaluronic acid, step 1 is to apply hyaluronic acid and then niacinamide (this is said to be better way to achieve results). So which way should i follow?
