Should Drug Test Be Undergone Before Taking Suboxone?

I want to know can a dr prescribing soboxin to an patient along with other medications not drug test or ignore that the patient is under the influence of marjuana as well? I know our state does have legal use but I thought dr had to follow fed law and if so can you tell me what guidelines this falls under
