Should Lido Hcl Bottle Be Diluted Before Gargling?

My pharmacist compounded a supplement of lido hcl 2% and on the bottle it advised me to gargle and spit 5ML every 2-3 hours as needed for pain. But the medicine is not diluted nor is it a liquid, it s more of a gel, or a paste. Could they have compounded the medicine in order to create the topical version of this medication rather than the oral rinse?
