Should The MMR Vaccination Be Done After Menstruation?

Hi doctor .. I'm 31 years old and have a 9 months baby and still breastfed. I'm doing my medical immigrations check up at a chosen civil surgeon but they say I couldn't done my mmr vaccination due to I haven't got my menstrual cycle back. Because mmr vaccination has to be done when I have my period. My question is is it true? Because I got a letter from immigration office to have it completed. This is really delaying my immigration status. Thank you.
