Should The Inactive Pills Be Skipped If The Last Few Active Pills Are Taken Few Hours Late?

Hi, I took the 4th last active combined oral contraceptive pill in my packet 13 hours late. The instructions say I should skip my inactive pills if I miss one of the last 7 pills by 12+ hours. Given I'm only one hour outside that limit, is it really necessary I skip my inactive pills?
