Skin Problem With Some Sort Of Abnormal Growth. Located On

Skin problem with some sort of abnormal growth. Located on the underside of the shaft, inside of an area that was the site of circumcision as an infant. It appears to be growing out and creating a hole in the skin there. It is painful during activity, and uncomfortable normally. It feels hard and brittle to the touch.
Are such growths common? Is the separation of skin as it emerges important? Are modes of intervention for growths in that area refinedvenough to ordinarily not create other problems?
