So, I Have Been Trying On A Pair Of Chukka

So, I have been trying on a pair of chukka boots and notice when I take them off my top instep is sore. Does that indicate the shoe is just breaking in and will be OK or later, or that the shoe does not fit my foot properly and I should return the boots. Thanks. YYYY@YYYY
