Spouse Has Had A "bleed" From His Testicular For Two

Spouse has had a "bleed" from his testicular for two hours now. When pinched it stops than restarts. He said it was like a small vein on the skin. Ice did not work. I feel he should get medical attention he refuses. Is ther anything we can do. Sepik stick did not work
