Suggest Cure For A Hard Blister On The Penis

I got a circumcision done about 4 month ago and as a result from the rubbing of the exposed tip of the glans, it develop a blister and subsequently became very dry and tender. The dryness and tenderness does not seem to be going away. Is there a cure for this type of condition?
