Suggest Cure For Red Dots On The Head Of The Penis

Hello. I'm a 30 year old healthy male. Last year I noticed little red dots on the head of my penis. I'm happily married so I know it's not a std. I sometimes get eczema (depending on what time of the year). It hasn't gone away and there's some redness on the foreskin. I'm not a dirty person either. It doesn't itch or burn. Do you have any suggestions on what it is?
