Suggest Medication For Bruise Around Ankle

My husband woke up with a bruise around his ankle and another slightly below. Looks like he had handcuffs on his ankles and it bruised him. 2 weeks ago, he scraped his calf pretty good about 4" up from the

bruises. He is diabetic. What would cause this bruising?
