Suggest Medication For Purple And Black Spots On Arms And Chest

My domestic is a black man, has aids and using ARV. He has a lot of purple like/blasck spots on arms and chest. He's using Panafcort 5mg, Aterax 25mg tabs, Dovate crm aswel as Repivate 500g crm. for past 18months. (only applies creams on spots) He now looks a bit freeky, because he's arms and chest now turned white (very light) and dark spots are still there. Whats happening, is'nt he using too many meds? Can't he use something more natural and less severe on skin? He's skin feels dry and tight.
