Suggest Medication For Red Blotches On Legs

I've ha unsightly red blotches on my legs, from just above both knees upward at least 13 inches.. I do smoke less than a pack a day. It's not raised nor does it itch.. and it never goes away, unless I rub vigorously.. but then it returns moments later.
