Suggest Medication For Strep Throat

Why do doctors at urgent care facilities not give a test for strep when you go in with a severe sore throat, tremendous ear pressure, burning mouth...and just throw a prescription for prednisone and zyrtec-D at you. They did nothing, so 2 more weeks go by and they want you to come in again. What should a doctor be doing?
