Suggest Methods Of Enlargement Of Penis

hi i am 15 1/2 and my penis is about 2cm flacid and sometimes 1 1/2 cm but when i am erect it goes to about 3 1/2 inch's i now it's small for my age , i have alot of pubic hair and under arm hair and a little facial hair what can i do ? will it ever grow ?
