Suggest Remedies For Eczema On My Elbow

Hi, i have had this strange rash in my inner elbow for over a year now! I've been reading about it and basically have come to the conclusion that it is eczema. The rash looks like a bunch of little red dots. It has spread now to be about 2in in diameter. I've been using neosporin and it always seems to make it go away for a short period of time but the rash ALWAYS comes back. Is there any way i can keep it from coming back for good? or am i cursed for life?
