Suggest Remedies For Chronic Eczema On Nipple

Hi, My step daughter has nipple eczema. She is 15 years old and has had it for a year or so. She has been given creams but they don't work. she advise me it gets itchy sometimes. when she accidentially brushes against something it bleeds and even if she doesn;t scratch it directly but moves her bry around it it also bleeds and flaky stuff is all in her bra. What should i do help her as doctors are not very much help.
