Suggest Remedies For Dark Little Spots And Sensitive Skin On Penis

my boyfriend has dark little spots on his penis head and his skin comes off from the penis too, as a result we don't make love , at all and i am not too sure how to ask him as i do not want to offend him. He has stayed for almost 3 years without a girlfriend, and i read that somtimes musturbation causes tht too, please advise
