Suggest Remedy For Bruises On Penis Shaft

my wife noticed the underside of the shaft of penis looked bruised a few weeks ago. My groin was sore and so I thought I pulled my groin or tore it. Now I was checking it in the mirror and the dark bruising spots haven't gone away and what looks like dry white powdery substance is on the shaft. There is no pain or emission, what could it be?
