Suggest Remedy For Chapped Itchy Lips In Elderly

I am 73 years old since 1958 I have suffered from a chapped irritated upper lip. Since have tried numerious cream ointment but no relief. a patch of scab forms over very raw spot, can see white nerve ending when the scab flakes off. no bleeding non smoker. any suggestions.
