Suggest Remedy For Dark Circles Under The Eye

Hi, I am Jayant, 26, Male - I am grappling with my under-eye dark circles problem since last 5 years but all in vain. It's purely hereditary. My Dad has got it as well. I heard a lot about Obagi products and I've been using Obagi's Clear Hydroquinone (4%) cream since last 3 months and I feel it hasn't done any good. Please advise if there is anything I can do to make it lighter or get rid of it completely and if Laser Treatment is adviceable. Many Thanks.
