Suggest Remedy For Dry Penis Glans

hi i'm 18 and my penis glans have wrinkeled,dry and top side has turned dark from light pink and my frenulum was torn some months ago so maybe that has caused a problem. my penis foreskin now remains 1/4 open so maybe the friction to cloth have turned dark.is there away to fix frenulum by someting or can glans light pink color be recovered
