Suggest Remedy For Dry Skin Patches

I have dry patches of skin on the underside of my breast and on my lower back (my breasts are large). The skin is slightly darker in places, also in patches - almost mottled. The skin gets very dry and flakey - I have tried medicated moisturisers but it doesn't seem to help. I am 28, 5'8", about 12 stone.
