Suggest Remedy For Dry,itchy Skin

Hi, for about 2weeks now I've been sufferin with very ichy/dry skin mostly located on my face. I have fairly dark skin but I cnt help but notice these light discoloration spots mainly around my eyes nd nose. I've been using "Bio Oil" for about a week, it helps keeps my skin moist but has done nothing for my discoloration. Can you pleease! tell me wat is this and what can I do to treat my skin.
