Suggest Remedy For Eczema In Children

my 2 year old has had eczema and food allergies since birth. he scratches his crotch until it bleeds. I have tried everything, creams...aquaphor...onsies....lotrim cream itch cream....any advice? the scar tissue on his crotch is so thick now, i feel for him.
