Suggest Remedy For Facial Hair

Hi, i am 27yr old, married for past 1 yr without any kid. At the age of 16 was detected with PCOD. Since then i started having hair growth on chin. Over the years it has spread on chin and entire neck. Periods since teenage were no at all regular with extreme pain. For past few years i have been doing exercise which has helped me make it regular.

Can i get rid of this hair growth prob?
and how?
is there any permanent solution?

I have tried laser, electrolysis twice, wax, threading but nothing has helped.
Before going through electrolysis i was kept on aldoctine but nothing has really helped. please suggest.
