Suggest Remedy For Intense Itching In Both The Heels

I have an intense itch (it feels internal) on both my heals. There's no rash but the itch is strong enough to wake me from my sleep. I've had this on and off for a year now and it seems to come and go without any obvious reason. I've tried atheletes foot cream but it's had no effect. Can you help?!
