Suggest Remedy For Itching On Scalp Causing Skin Peeling

i have been using the halobetasol propionate ointment and lotion for my scalp problem. it has chunks and crusty patches of skin peeling off whenever i itch it. the strange part is even when i use these it goes away and the same problem comes back after sometime. it is really itchy. please help.suggest a way to permanently eliminate this problem and my scalp becomes clear
