Suggest Remedy For Itchy Penis Foreskin

Doctor, am married 31 yrs old with a 3 yr old kid. My penis foreskin is not moving back for about 10 days. when tried, i have got scars in the fore skin. what should i do since i often get itching and not able to clean since not able to move the skin. pl advice
