Suggest Remedy For Itchy Rashes On Body

For a little ove a month i have been getting an itchy, irritated like rash that seems to appear where my body becomes cold. The whole area does not become covered, just acouple of patches in the area and some times just one. I have never had such in issue or any kind of other allergy. This all started after going out one night with extreme cold weather, was wearing a dress. We had to wait for a taxi for about 15-20 minutes and the temperature was around -15 degrees. Could this have something to do with it or could this just be a form of winter itch?
