Suggest Remedy For Itchy Rashes

I have a crotch and buttons rash with welts. The welts are itchy but hurt if touched. There is some 'cracked' skin around my scrotum. I have been trying powder and a combo of anti-fungus and anti-bacteria over-the-counter creams.
No sun exposure here:-)
Any ideas!
