Suggest Remedy For Line Of Red Swelling Around The Edges Of Lips

there is a line of red swelling around the edges of my lips (mouth). I have tried neosporin, calendula ointment and just plain lip balm, nothing makes it go away...it is sore like chapped lips would be but is below the lip line on bottom lip and above the lip line on upper....
