Suggest Remedy For Non Retractable Foreskin

Hi, the skin at the tip of my penis has accumulates and hardened up of some sort, I can t retract it back and the so called mushroom can t come out, everything else is working fine but the skin just doesn t ease in and doesn t let the entire length of the penis come out. What is this and how do I get rid of it?
