Suggest Remedy For Painful Red Marks On Penis And Burning While Urinating

Hi, I have started over the last few days to get little cuts around my foreskin, I thought I'd let it run its course but then it started getting really painful when retracting foreskin. Then I found red marks on the head of my penis and a red spot at the entrance to the urethra, it now burns when I urinate... Do I need to see a doctor?
