Suggest Remedy For Penis Problem

I am 26 years old and married. Used all the necessary precatuion at the time of sex. My penies sceen cannot go back easily. It creates a pens. SO it is also difficult to use condom . I have tried other contaceptions also. But not worked better . Pl give suggestions.
