Suggest Remedy For Rash On Head Of Penis

hi. I have a rash on the head of my penis and on the fore skin where it meets the head. Penis feels clamy and then it can feel smooth. Very random times this occurs. When it dissapears the rash and clamy mess goes altogether. I dont know what it is- could it be thrush as ive had this before
