Suggest Remedy For Recurring Rash On Foot After Cut

I received a rash on my foot back after bad cuts in November. After the cuts were healed (only scars remain) the rash persisted. I took tons of medicine including fungal cream and steroids. Only the steroids seem to work. The rash has recurred about 4 times. Every time it comes back, I use the steroid cream hoping it will get rid of it. It does after a few weeks, but then when I stop the cream it comes back. What could it be and what can I do to stop its recurrences?
