Suggest Remedy For Red Blotchy Rash On The Upper Legs

Have had a red blotchly rash on my upper legs (front & back) and inner upper arms. Started in Nov 2010 and is still here. Derm MD gave steriods, almost went away, but after use came back. Doesn't appear to spread much below knees or elbows. Have notcied very small pimples that turn to the red blotchy areas. Only med I take is for blood pressure.
