Suggest Remedy For Red Bumps On The Base Of Penis Shaft

im a 19 year old male, i have had sex, but iv notice 3 very small red bumps barely noticed on the base of my shaft they have been their for a couple months now, but when i pop it, a seed looking thing came out followed by some blood, iv seen picture of genital warts and im almost 99.9% sure thats not the case, can u please help me out?
